Appropriates $19,686,600 to the State Board of Education and Board of Regents of the University of Idaho for special programs for fiscal year 2018, covering the period July 1, 2017, through June 30, 2018.

Forest Utilization Research receives $1,347,100; Geological Survey receives $1,080,400; Scholarships and Grants receives $15,854,100; Museum of Natural History receives $625,400; Small Business Development Centers receives $613,100; and TechHelp receives $166,500.

Funding comes from General Fund ($3,599,700 in personnel costs, $218,100 in operating expenditures, $100,900 in capital outlay, and $0 in trustee/benefit payments), Miscellaneous Revenue Fund ($1,000,000), and Federal Grant Fund ($3,124,400).

Limits full-time equivalent (FTE) positions to: Forest Utilization Research (11.68 FTE), Geological Survey (12.28 FTE), Scholarships and Grants (1.35 FTE), Museum of Natural History (8.20 FTE), Small Business Development Centers (7.87 FTE), and TechHelp (1.75 FTE).

Any increases to authorized FTE positions beyond those specified require specific authorization by the Governor, with prompt notification to the Joint Finance-Appropriations Committee.
