Extends the sunset date for the Strategic Initiatives Program's excess general fund transfer provision from May 31, 2017 to May 31, 2022.

The Idaho Transportation Department shall transfer 50% of any excess cash balance from the general fund to the Strategic Initiatives Program Fund, subject to maintaining required ending balances, encumbrances, and reappropriations.

The Strategic Initiatives Program funds transportation projects selected by the department's six districts based on return on investment analysis in safety, mobility, economic opportunity, bridge repair/maintenance, and public rights-of-way acquisition categories.

Revises effective dates in Section 17 of Chapter 341, Laws of 2015, to extend sunset provisions from 2017 to 2022 for Sections 7, 8, and 9.

Declares an emergency, making the act effective upon passage and approval.
