Creates the Quality Educator Loan Assistance Program administered by the state board of education to provide direct repayment of educational loans for eligible quality educators.

Defines "quality educator" as a full-time certificated instructor with a current teaching certificate employed at a public school district, including charter districts.

Requires the state department of education to identify schools impacted by critical quality educator shortages based on rural isolation and economic disadvantage, and to publish annual reports listing identified schools and subject areas.

Establishes eligibility requiring applicants to be employed at identified schools with outstanding educational loans of at least $1,000, providing up to $3,000 in annual assistance for up to four years.

Prioritizes funding toward schools most impacted by quality educator shortages when appropriated funds are insufficient, and includes a sunset date of July 1, 2022.
