Establishes a new position of Administrator of Invasive Species Policy within the Governor's office, appointed by and serving at the pleasure of the governor with state senate confirmation, to oversee coordination of invasive species programs across state agencies and regional partners.

Creates the Idaho Invasive Species Council chaired by the Administrator, with mandatory membership from directors of eight state departments plus the Office of Species Conservation, meeting at least twice annually and submitting annual reports to the governor and legislative agricultural affairs committees.

Authorizes the Department of Agriculture Director to apply for search warrants to access premises for invasive species inspections, establish check stations at state entry points and throughout the state to examine conveyances for aquatic invasive species, and prioritize extended operating hours for stations near infested waters or state boundaries.

Requires violators who fail to stop at inspection stations during operating hours to face penalties under section 22-1913, and directs the Director to actively pursue federal government partnerships and funding for invasive species eradication efforts.

Permits the Department to enter cooperative agreements with public and private entities for invasive species control and authorizes delegation of specific duties to other state agencies through formal memoranda of agreement, including with the Idaho State Police, Department of Fish and Game, and Transportation Department.
