Appropriates $172,900 from the General Fund to the Office of the Lieutenant Governor for fiscal year 2018 (July 1, 2017 through June 30, 2018), consisting of $160,500 for personnel costs and $12,400 for operating expenditures.

Limits the Office of the Lieutenant Governor to no more than 3 full-time equivalent positions during the fiscal year 2018 period unless specifically authorized by the Governor, with prompt notification to the Joint Finance-Appropriations Committee of any increased positions.

Exempts the Office of the Lieutenant Governor from appropriation object transfer limitations under Idaho Code Section 67-3511(1) and (3), allowing unlimited transfers between object codes for all appropriated moneys during fiscal year 2018.

Prohibits transfer of legislative appropriations from one fund to another fund unless expressly approved by the Legislature.
