Appropriates $22,422,800 to the Department of Administration for fiscal year 2018 (July 1, 2017 through June 30, 2018) across six operational divisions: Management Services, Administrative Rules, Information Technology, Public Works, Purchasing, and Insurance Management.

Authorizes the Department of Administration with no more than 140 full-time equivalent positions during the fiscal year 2018 period, with the Joint Finance-Appropriations Committee to be notified of any Governor-authorized increases.

Directs the State Controller to transfer $1,737,500 from the Permanent Building Fund to the Administrative and Accounting Services Fund on July 1, 2017 for Public Officials' Capitol Mall Facilities payment in the Division of Public Works.

Requires the Office of Group Insurance to maintain current health insurance program structure and benefits for state employees, except reducing the health insurance continuation premium period for employees on disability status from 30 months to 6 months.

Directs the Office of Group Insurance to maintain the employer and employee cost-sharing split recommended by the Governor and the Legislature's Joint Change in Employee Compensation Committee.
