Appropriates $4,203,500 to the State Treasurer for fiscal year 2018 (July 1, 2017 through June 30, 2018) from five funds: General Fund ($1,413,600), State Treasurer LGIP Fund ($311,300), Professional Services Fund ($1,186,000), Idaho Millennium Income Fund ($80,000), and Abandoned Property Trust Fund ($1,212,600).

Authorizes the State Treasurer no more than 26 full-time equivalent positions during the fiscal year, unless specifically authorized by the Governor, with the Joint Finance-Appropriations Committee to be notified of any increases.

Reappropriates any unexpended and unencumbered balances from the State Treasurer Local Government Investment Pool Fund for fiscal year 2017 to be used for nonrecurring expenditures in fiscal year 2018.

Limits conference-related activities spending to $10,000 maximum from the General Fund, with no spending from dedicated funds for such activities unless otherwise provided by Idaho Code.

Allocates $435,900 from the General Fund and $192,400 from the Professional Services Fund for bank service fees, and requires the State Treasurer to report by September 1, 2017 on efforts to reduce bank service fees through competitive bidding and other means.
