House Bill 309 Summary

• Appropriates $9,136,200 from the Idaho Millennium Income Fund for fiscal year 2018 (July 1, 2017 through June 30, 2018) to multiple state agencies and organizations for tobacco cessation, substance abuse prevention, and youth programs.

• Allocates funds to state agencies including $2,706,700 to Department of Health and Welfare for tobacco cessation services, $1,859,200 to Department of Correction for substance abuse treatment, $747,000 to Department of Juvenile Corrections for youth substance abuse prevention, and smaller amounts to Idaho State Police, Office of Drug Policy, and Public Health Districts.

• Distributes funds through State Treasurer to organizations including Idaho Meth Project ($649,900), Truth208 ($495,300), American Lung Association ($229,000), and various other nonprofits and tribal entities for prevention and education programs.

• Requires nonstate grant recipients to complete and sign a state agreement in order to receive funds.

• Directs unexpended and unencumbered balances from state agency appropriations to revert to the Idaho Millennium Income Fund on June 30, 2018, and requires any remaining balance in that fund to transfer to the Idaho Millennium Permanent Endowment Fund.
