House Bill 310 - Idaho Accountable Community Care Act

• Establishes the Idaho Accountable Community Care Policy and Idaho Coordinated Care Program to deliver health care services to vulnerable residents through coordinated care organizations using alternative payment methods.

• Creates eligibility for program membership for persons eligible for Medicaid and uninsured individuals earning at or below 100% of federal poverty level, with priority enrollment for those with asthma, diabetes, heart disease, hypertension, or obesity.

• Requires coordinated care organizations to contract with the department for 3-7 service areas, implement care management with personal health improvement plans, and enforce member accountability measures including wellness incentives and potential penalties for non-compliance.

• Establishes governing boards for each service area with representatives from contractors, hospitals, primary care providers, behavioral health providers, and community members to oversee program operations and accountability.

• Requires hospitals receiving property tax exemptions to develop and implement plans offering patients alternatives to emergency department care through medical home services within one year and full implementation within three years.
