Amends Idaho Code Section 67-5708 to authorize the director of the Department of Administration to allow the Division of Public Works to enter into leases incidental to facility acquisitions by the Idaho State Building Authority.

Clarifies that the Department of Administration negotiates, approves, and manages lease agreements for facilities used by state departments, agencies, and institutions.

Defines "facilities" to include real property, improvements, buildings, and structures, excluding water rights not appurtenant to other facilities and state endowment lands.

Maintains existing provisions regarding Department of Administration management of multi-agency facilities, subleasing to state entities, and leasing unused capitol mall or state building authority facilities to governmental entities or nonprofits on just and equitable terms.

Preserves existing parking control rules and enforcement mechanisms with fines ranging from $2 to $25 for violations, and up to $50 for permit misuse or counterfeiting.
