Amends Idaho Code Section 41-1849 to require dental insurance carriers to establish an ongoing notification mechanism for participating providers regarding changes to rules, regulations, guidelines, fee schedules, contract terms, policies, or procedures affecting coverage or payment for health care services.

Amends Idaho Code Section 41-3444 with identical requirements for dental service provider contracts.

Requires carriers to provide notice no later than 60 days prior to the effective date of any changes to contract terms, coverage, or provider responsibilities.

Maintains existing prohibition on requiring dental providers to adopt fees set by insurers for services not covered under the contract.

Applies to contracts issued after January 1, 2011, with existing contracts to be brought into compliance on their next anniversary, renewal, or expiration date.
