Appropriates $22,422,800 to the Department of Administration for fiscal year 2018 (July 1, 2017 through June 30, 2018) across six divisions: Management Services ($1,026,900), Administrative Rules ($417,700), Information Technology ($4,433,300), Public Works ($10,224,000), Purchasing ($4,528,300), and Insurance Management ($1,792,600).

Authorizes the Department of Administration no more than 140 full-time equivalent positions during the fiscal year 2018 period, with any increases requiring Governor approval and Joint Finance-Appropriations Committee notification.

Requires a cash transfer of $1,737,500 from the Permanent Building Fund to the Administrative and Accounting Services Fund on July 1, 2017, for Public Officials' Capitol Mall Facilities payment in the Division of Public Works.

Directs the Office of Group Insurance to reduce health insurance continuation premium for employees on disability status from 30 months to 6 months while maintaining current program structure and benefit package.

Specifies that $1,000,000 in capital outlay funds for the Purchasing program shall be used for bidding on the 590 West Washington Street property in Boise only if the Idaho Board of Land Commissioners proceeds with disposition during fiscal year 2018.
