Allows governmental entities to electronically publish legal notices, advertisements, and publications on their official websites as an alternative to newspaper publication under Idaho Code Section 60-106.

Electronic publications posted on government websites have the same legal effect as newspaper publications and must comply with all advance notice requirements and Section 74-204, Idaho Code.

Requires governmental entities to maintain a clearly marked "Public Notices" tab on their homepage and keep a historical record of all postings including time and date.

Defines "electronically published" as the printing and disseminating of notices through messaging on a governmental entity's website, and "messaging" as interconnected electronic networks that automatically transmit data between computers.

Makes electronic publication optional and does not require any governmental entity to develop or maintain electronic publication capability.
