Extends the sunset provision for transferring 50% of general fund excess cash balance to the strategic initiatives program fund from May 31, 2017 to May 31, 2019.

Allocates moneys transferred into the strategic initiatives program fund after May 30, 2017 with 60% directed to projects proposed by the Idaho transportation department's six districts and 40% directed to local units of government.

Establishes a strategic initiatives program for local units of government to be administered by the local highway technical assistance council under section 40-2401, Idaho Code.

Exempts the strategic initiatives program for local units of government from the economic opportunity cost-benefit ratio requirement in subsection (1)(c).

Adds children pedestrian safety on state and local systems as a new evaluation category for strategic initiatives program projects.
