Authorizes the Legislative Council to appoint a committee to continue studying the state employee group insurance plan, which covers 18,600 employees and 26,900 dependents.

Requires the committee to examine costs and benefits of allowing the plan's "grandfathered" status under the Affordable Care Act to lapse and resulting structural changes needed.

Directs consideration of cost-effective benefit plan changes, self-insured versus fully insured plan structures, and minimum plan designs compliant with the Patient Protection and Affordable Care Act.

Permits the committee to retain a consultant or analyst with prior approval of the House Speaker and Senate President Pro Tempore to advise on selecting the appropriate employee health care benefit plan.

Requires the committee to report findings, recommendations, and any proposed legislation to the Second Regular Session of the Sixty-fourth Idaho Legislature.
