Idaho joins eight other states in applying to Congress to call an Article V constitutional convention limited to proposing amendments imposing fiscal restraints on the federal government and limiting federal power and jurisdiction.

Idaho delegates to the convention are expressly prohibited from considering any amendments that would modify or repeal any provision of the Bill of Rights.

The Idaho House and Senate each select 3 commissioners (plus 1 additional commissioner and 3 alternates from nominees) to represent the state, with commissioners required to be Idaho residents for at least six months and unable to be current U.S. House or Senate members.

Commissioners must take an oath to abide by instructions from the Idaho Legislature and cannot vote for any convention rules other than one state-one vote; violations of their oath or instructions can result in immediate discharge.

The application remains valid for ten years and expires unless a convention is called within that timeframe, and copies of the resolution must be transmitted to Congress, federal officials, and all state legislatures.
