Authorizes the Legislative Council to appoint a committee to undertake a comprehensive study of Idaho's foster care system and recommend changes to state statutes.

Committee shall examine foster care issues highlighted by the 2017 Office of Performance Evaluations report, including visitation plans, placement priorities, and internal practices at the Idaho Department of Health and Welfare.

Committee membership to be determined by the Legislative Council with representation from both houses; may include nonlegislative members appointed by committee cochairs who will not be reimbursed or have voting privileges.

Committee shall report findings, recommendations, and proposed legislation to the Second Regular Session of the Sixty-fourth Idaho Legislature.

Addresses prior lack of follow-up on a 2005 performance evaluation report regarding staffing, workload, and caseload that contributed to ongoing program difficulties.
