Establishes a 45-day exclusive right to negotiate for purchase of the HP Campus property located at 11311 Chinden Boulevard in Boise, with Hewlett-Packard maintaining current occupancy through a lease agreement

Recognizes that state ownership of property will reduce long-term occupancy costs and provide dependable, predictable locations outside third-party control, with opportunities for cost-sharing among agencies

Directs affected taxing districts to remove the assessed value of the tax-exempt state property from their budget capacity pursuant to Idaho Code Section 63-802
