Urges Idaho's congressional delegation and all members of Congress to authorize the State of Idaho, its agencies, and designees full access to all state and federal lands within Idaho and all means of wilderness entry and animal tracking for wildlife management purposes.

Asserts that Idaho has constitutional and statutory responsibility to manage all wildlife within state borders, including gray wolves delisted by the U.S. Fish and Wildlife Service in May 2011, consistent with the 2002 Idaho Wolf Conservation and Management Plan.

States that mandating destruction of wildlife tracking data acquired on federal lands interferes with state property rights and contradicts best science practices for wildlife management.

Directs the House Chief Clerk to transmit the memorial to the President, Secretaries of Interior and Agriculture, congressional leaders, and Idaho's congressional delegation.
