Requests Congress appropriate $8 million of the authorized $20 million for FY 2018 to Idaho, Montana, Oregon, and Washington under the Water Infrastructure Improvements for the Nation Act (WIIN) and Water Resources Development Act of 2016 (WRDA).

Quagga and zebra mussels detected in Canyon Ferry Reservoir and Tiber Reservoir in Montana in November 2016 pose an immediate threat to the Pacific Northwest region, which has remained invasive mussel-free until recently.

Established invasive mussel populations in the region would cost $500 million annually and threaten the Columbia River Basin system and broader region if allowed to spread across the Continental Divide.

Federal matching funds would enhance state-allocated resources for watercraft inspection and decontamination stations to prevent invasive mussel spread throughout the Columbia River Basin.

Directs the House Chief Clerk to transmit the memorial to the President, congressional leadership, Army Secretary, Interior Secretary, and Idaho's congressional delegation.
