Reduces the voter approval requirement for bonded indebtedness by political subdivisions (counties, cities, boards of education, school districts, and other state subdivisions) from two-thirds to sixty percent of qualified electors voting at an election.

Applies the sixty percent threshold to general obligation bonds and to revenue bonds for off-street parking facilities, public recreation facilities, and air navigation facilities.

Maintains the requirement that political subdivisions provide for annual tax collection sufficient to pay interest on indebtedness and establish a sinking fund for principal repayment within thirty years.

Directs the Legislative Council to prepare statements as required by Idaho Code Section 67-453 and the Secretary of State to publish the proposed amendment and related arguments.

Submits the question to Idaho voters at the next general election: "Shall Section 3, Article VIII, of the Constitution of the State of Idaho be amended to reduce the bonding requirement for counties, cities, boards of education, school districts, and other subdivisions of the state from two-thirds to sixty percent of the qualified electors voting at an election to be held for that purpose?"
