Amends Rule 24 of the Idaho House of Representatives Rules regarding bill introduction deadlines and procedures.

Maintains existing restrictions: no bills may be introduced after the 20th day of session except by committees, and after the 36th day only by State Affairs, Appropriations, Education, Revenue and Taxation, and Ways and Means Committees.

Requires that routing slips (RS) with at least 10 legislative co-sponsors, including at least 5 from each major political party, must receive a committee hearing and recorded vote.

Requires that bills, joint resolutions, concurrent resolutions, and joint memorials with at least 10 legislative co-sponsors, including at least 5 from each major political party, must receive a committee hearing and recorded vote in their assigned committee.

Preserves Speaker authority to designate standing committees as privileged committees temporarily to expedite House business when essential.
