Adds Rule 78 to the Idaho House of Representatives rules governing procedures for contested elections under Chapter 21, Title 34, Idaho Code.

Requires all evidence, including depositions, affidavits, and examination of poll books and ballots, to be submitted to the Office of the Secretary of State by December 29, with no additional evidence considered after this deadline.

Mandates parties file a memorandum outlining claims, defenses, legal authority, and proposed relief within four business days of submitting evidence, while the contestee is not required to file a responsive pleading.

Prohibits additional testimony or record beyond what was delivered to the Secretary of State during committee hearings, with all witness examination performed by committee members rather than the parties.

Bans ex parte communications between parties and House members regarding the election contest merits prior to final determination, and requires all service follow Idaho Rules of Civil Procedure with proof of service.
