Senate Bill 1003 Summary

• Removes the requirement that emeritus status licenses be renewed biennially, eliminating the need for periodic renewal applications and fees for retired nurses holding emeritus licenses.

• Allows persons holding emeritus status licenses in good standing to apply for reinstatement to active and unrestricted status upon payment of a reinstatement fee not to exceed $100 and proof of current competency to practice.

• Clarifies that emeritus status licenses do not entitle holders to practice nursing except to use the title "registered nurse" (RN), "licensed practical nurse" (LPN), or appropriate advanced practice titles as defined in law.

• Specifies that licenses with lapsed emeritus status cannot be held out by the RN, LPN, or other nursing designations.

• Prohibits reinstatement of an emeritus status license to active status if disciplinary proceedings have been initiated against the licensee until those proceedings are completed.
