Authorizes the Idaho Department of Transportation to issue driving privilege cards to individuals without a social security number who meet other licensing requirements and submit proof of state income tax filing from the previous year.

Establishes driving privilege card fee of $15.00, with same application requirements as Class D driver's licenses and expiration on applicant's birth date each year.

Requires driving privilege cards to be visually distinguished from driver's licenses with format, color, or font differences and display "FOR DRIVING PRIVILEGES ONLY -- NOT VALID FOR IDENTIFICATION" on the front.

Prohibits governmental entities from accepting driving privilege cards as proof of personal identification and prohibits their use as proof of age for obtaining alcoholic beverages.

Provides rulemaking authority to the department to establish surcharge fees for driving privilege cards, not to exceed actual processing and issuance costs, with potential distribution of surcharge revenues to the department, local units of government, and general fund.
