Amends Section 31-1427, Idaho Code, governing fire protection district indebtedness and bond issuance elections.

Revises the election notice requirement from 30 days in a newspaper of general circulation to notice in compliance with section 34-602, Idaho Code.

Removes language specifying "thirty (30) days in a newspaper or newspapers of general circulation in the district" and replaces it with reference to section 34-602 notice requirements.

Maintains existing requirements that elections must be conducted by ballot with two-thirds (2/3) approval of qualified electors to authorize general obligation bonds not exceeding 2% of district property market value.

Declares an emergency, making the act effective upon passage and approval.
