Creates the Idaho Underground Storage Tank Program Fund in the office of the state treasurer to receive all fees collected from regulated underground storage tanks

Directs fund moneys and earned interest to be expended for compliance, training, technical, legal, and administrative support necessary to implement the Idaho underground storage tank program

Authorizes the department to pay all costs and expenses incurred in performing duties and exercising powers related to the underground storage tank program from the fund

Requires the state treasurer to invest idle moneys in the fund as provided in Idaho Code section 67-1210, with all interest earned returned to the fund

Permits fund expenditures only pursuant to appropriation by the legislature
