Amends Section 33-5104 to require school districts to include information about the decision-making process for granting academic or career technical credits in pre-enrollment counseling services.

Requires counseling services to inform pupils and parents about risks, consequences, financial arrangements, eligibility criteria, support services, scheduling needs, course completion effects, and graduation requirements before enrolling in postsecondary courses.

Amends Section 33-5109 to authorize school districts to grant career technical credit (in addition to academic credit) to pupils who successfully complete courses for secondary credit.

Establishes that 4 semester college credits equal at least 1 full year of high school credit, with fewer credits prorated accordingly.

Specifies that postsecondary faculty instructing such courses are not required to obtain teaching certificates and are not considered school district employees.
