Revises the definition of "implements of husbandry" in Idaho Code Section 49-110 to clarify that the term excludes semitrailers and motor vehicles or trailers unless their design limits use to agricultural operations.

Amends Section 49-1010 to add "equipment dealers" to the list of persons permitted to transport implements of husbandry for repair, maintenance, purchase, sale, lease, or rental purposes during daylight hours.

Allows equipment dealers transporting implements of husbandry and related equipment to travel to or from farms, repair facilities, dealerships, auction houses, or other facilities without being subject to standard vehicle width limitations.

Declares an emergency, making the act effective immediately upon passage and approval.
