Allows the Idaho Global Entrepreneurial Mission Council to establish subcommittees with up to nine (9) members comprised of both council and non-council members.

Subcommittees may provide strategic direction to the council, research policy issues, or advise the council on funding decisions, with all recommendations subject to final council approval.

Council members and subcommittee members who are not state employees shall be compensated for actual and necessary expenses as provided by section 59-509(b), Idaho Code.

Changes the executive committee composition from three members to two members: the chairman and the director of the department of commerce.

Makes a technical correction to capitalize "private sector" in the section describing council membership and chairman designation.
