Amends Idaho Code Section 54-1001A to revise the reference to Articles 110.3(A), 110.3(B), and 682.10 of the National Electrical Code as they apply to submersible well pumps.

Listed submersible well pumps remain approved for use in Idaho's lakes, rivers, ponds and streams, with specified National Electrical Code articles exempted from application.

Directs the Division of Building Safety to promulgate rules governing the use, inspection, and safety of submersible well pumps in Idaho's water bodies.

Declares an emergency, making the act effective upon passage and approval.

Establishes a sunset date of March 31, 2018, after which all provisions of the act become null and void.
