Applicants for Idaho driver's licenses and identification cards shall be offered the option to obtain either a REAL ID compliant or noncompliant license once the Idaho Transportation Board and Department achieve Department of Homeland Security approval.

The Idaho Transportation Department must provide applicants with written information about both compliant and noncompliant cards, including the purposes for which each type is valid, what electronic copies of source documents will be retained, and whether facial image capture will be retained.

Idaho shall meet REAL ID Act Title II requirements as they existed on January 1, 2016, and shall not comply with any additional requirements enacted after that date without express legislative approval.

The Transportation Department must submit compliance extension requests and status reports to the Department of Homeland Security and report annually to the Senate Transportation Committee and House Transportation and Defense Committee through 2020.

The bill allows the Idaho Transportation Board and Department to take reasonable steps to enhance driver's license and identification card security to ensure acceptance for commercial airline travel within the United States.
