Creates new Idaho Rotary International specialty license plates available to vehicle owners with registered maximum gross weight of 26,000 pounds or less upon department approval.

Charges $35.00 initial fee and $25.00 annual renewal fee; $13.00 from each fee goes to state highway account for program administration, while $22.00 initial and $12.00 renewal go to Rotary Club of Boise Southwest.

Allows transfer of plates to another vehicle upon payment of required transfer fees and receipt of new registration from the department.

Plate design must feature Idaho Rotary International design acceptable to Rotary Club of Boise Southwest and approved by Idaho Transportation Department using department-determined numbering system.

Authorizes sample plates for purchase at $30.00 with $13.00 to state highway account and $17.00 to Rotary Club of Boise Southwest; all initial program costs including plate design paid by Rotary Club of Boise Southwest.
