Adds new subsection (3) to Idaho Code Section 49-428 to exempt license plates from visibility requirements when obscured by certain devices or cargo.

License plates may be obscured by trailer hitches, wheelchair lifts or carriers, towed trailers, bicycle racks, ski racks, luggage racks, or similar cargo-carrying devices without violating visibility standards.

Exemption applies only when the obscuring device is installed according to manufacturer specifications or generally accepted installation practices.

Maintains all other existing license plate display requirements, including secure fastening, minimum height of 12 inches from ground, legibility, and maintenance free from foreign materials.
