Authorizes county boards of commissioners to delegate purchasing power and contract authority to another elected official or county employee.

Raises competitive bidding thresholds for public works construction from $25,000 to $50,000 (tier 1), $200,000 to $1,200,000 (tier 2), and establishes procedures for projects exceeding $1,200,000.

Increases competitive bidding thresholds for services and personal property procurement from $25,000 to $50,000 (tier 1) and from $100,000 to $5,100,000 (tier 2).

Adds new Section 67-2806A allowing political subdivisions to use request for proposal (RFP) processes as alternative to competitive bidding when fixed specifications would preclude cost-effective solutions, with evaluation factors including innovation, price, vendor experience, quality, and past performance.
