Amends Section 41-2503 of Idaho Code to define "underinsured motor vehicle" as a self-insured vehicle or one covered by liability insurance with bodily injury or death limits at least equal to those in section 49-117, Idaho Code.

Establishes underinsured motorist coverage as excess coverage that cannot be reduced by amounts paid by the tortfeasor's coverage or any other coverage.

Limits recovery to the lesser of the total legal liability of the tortfeasor or the applicable underinsured coverage limits.

Preserves all other terms and conditions of motor vehicle liability insurance policies providing uninsured or underinsured motorist coverage.

Effective date: January 1, 2018.
