Creates the "Limited Lines Travel Insurance Act" establishing a regulatory framework for limited lines travel insurance producers in Idaho (sections 41-1090 through 41-1097).

Allows the director to issue limited lines travel insurance producer licenses to individuals and business entities who must establish and maintain an annual register of travel retailers offering insurance on their behalf, with register submission due March 1 each year.

Requires limited lines travel insurance producers to designate one licensed individual producer as a "designated responsible producer" responsible for compliance with state travel insurance laws and rules.

Travel retailers offering travel insurance must provide policyholders with material terms, claim filing procedures, cancellation processes, and insurer contact information; employees of unlicensed travel retailers cannot evaluate insurance coverage or hold themselves out as licensed insurance professionals.

Prohibits travel insurance from being offered using negative option or opt-out mechanisms that require consumers to take affirmative action to deselect coverage, though blanket coverage is permitted if not marketed as free.
