Defines "emergency communications officer" as any emergency call taker or dispatcher whose primary responsibility is to receive or dispatch calls for emergency services in Idaho.

Establishes the Idaho peace officer standards and training council's authority to set minimum basic training requirements for emergency communications officers, completable within 18 months of employment.

Requires the council to certify emergency communications officers and maintain permanent files and transcripts of their training and certification status.

Allows the council to decertify emergency communications officers convicted of felonies, convicted of misdemeanors, or who falsify information or violate the council's code of ethics.

Sets compliance deadlines: new hires after July 1, 2017, must be trained and certified within 18 months; current officers hired between July 1, 2012 and June 30, 2017, must comply by January 1, 2019; officers hired before July 1, 2012, may comply at employer discretion.
