Clarifies that meeting notification requirements for boards of county commissioners are governed by Chapter 2, Title 74, Idaho Code (open meetings law), which requires 24-hour notice for special meetings rather than the 5-day notice previously specified in Section 31-710.

Removes the requirement in Section 31-710(4) that the clerk give 5 days' public notice of special or adjourned meetings by posting three notices in conspicuous places, with one at the courthouse door.

Retains the requirement in Section 31-710(3) that special meetings be ordered by board majority with five days' notice to board members not joining the order, but clarifies these meetings must be held in accordance with the state open meetings law.

Resolves confusion created by the Idaho Supreme Court's 1985 Nelson v. Boundary County decision, which held that the later-enacted 24-hour notice requirement applied instead of the 5-day requirement.
