Extends the deadline for remaining highway district commissioners to agree on a successor to fill a vacancy from 10 days to 30 days after the vacancy occurs.

Extends the deadline for a majority of the highway district board (including the county commission chairman) to agree on a successor from 10 days to 30 days if the remaining commissioners cannot reach agreement.

If commissioners still cannot agree within 30 days, or if two or more vacancies occur simultaneously, a special election must be called to fill the vacancy or vacancies as soon as possible.

Establishes that when two or more vacancies exist on the highway district board at the same time, the county commission chairman may appoint additional county commissioners to constitute a temporary board to perform duties until newly elected commissioners take office.

Makes technical corrections to Idaho Code Section 40-1304 regarding the division of highway districts into subdistricts and vacancy procedures for highway commissioners.
