Allows facility dogs to remain at the witness stand with child witnesses during testimony in criminal proceedings unless the court finds in writing that the defendant's constitutional right to a fair trial would be unduly prejudiced.

Permits facility dogs to remain at the witness stand with child witnesses in noncriminal hearings involving abuse, neglect, or abandonment of the child without requiring court findings.

Defines "facility dog" as a dog graduated from an assistance dog organization that is a member of Assistance Dogs International or similar internationally recognized organization that accredits assistance dog organizations based on standards of excellence in acquisition, training, and placement.

Maintains existing provisions allowing parents, counselors, friends, or other supportive persons to remain at the witness stand with child witnesses in criminal proceedings.
