Amends Section 33-130 of Idaho Code to authorize sharing of criminal history check results with employing school districts when requested at the time of application or within six (6) months following the check.

Requires the Idaho Department of Education, in cooperation with Idaho State Police, to maintain a system for conducting criminal history checks on certificated and noncertificated employees, certificate applicants, substitute staff, and all individuals with unsupervised contact with K-12 students.

Criminal history checks must include ten (10) fingerprints and searches of the Idaho Bureau of Criminal Identification, Federal Bureau of Investigation database, and Statewide Sex Offender Register.

Establishes that individuals undergoing criminal history checks shall be charged a fee sufficient to cover the net costs charged by the FBI and state police.

Declares the act an emergency, making it effective upon passage and approval.
