Amends Section 42-1414, Idaho Code to limit filing fees for stock watering rights claims to the first four (4) claims per claimant at $25.00 per claim.

Prohibits the Department of Water Resources from imposing any additional fees or costs for stock watering claims filed beyond the first four claims, regardless of the total number of claims filed by a claimant.

Maintains existing fee structure for all other water rights claims, including domestic uses at $25.00 per claim and all other uses at $50.00 per claim, plus applicable variable water use fees.

Retains provisions for variable water use fees based on acreage, power capacity, and water flow for non-stock watering claims, with rates ranging from $1.00 per acre for irrigation to $100.00 per c.f.s. for municipal and industrial uses.

Continues requirement that all fees collected be deposited into the water resources adjudication account established under Section 42-1777, Idaho Code.
