Prohibits purposely releasing significant quantities of soot, smoke or particulate emissions ("coal rolling") from moving vehicles, making such violations a misdemeanor.

Prohibits purposely releasing significant quantities of soot, smoke or particulate emissions while operating a vehicle stopped at a traffic control device, making such violations an infraction.

Prohibits diesel-powered vehicle owners or operators from modifying vehicles with devices or equipment that enhance "coal rolling" capacity, with violations treated as infractions and each day of continuing violation constituting a separate offense.

Establishes that violations of the new section are subject to penalties under existing Idaho Code Section 49-236, which classifies misdemeanors and infractions according to state law.

Amends Section 49-236 to clarify that section 49-675(1) is excluded from general misdemeanor penalties and that sections 49-675(2) and (3) are classified as infractions.
