Adds a new exemption to Idaho Code Section 74-105 for records related to the administration of the extraordinary litigation fund by the state public defense commission under section 19-850(2)(e).

Exempts records containing information protected by Idaho Supreme Court rules, attorney work product, or attorney-client privileged communication from public disclosure.

Exempts records from disclosure if exempted under rules adopted by the Idaho Supreme Court.

Does not exempt the amount awarded based upon an application for extraordinary litigation funds from public disclosure.

Declares an emergency, making the act effective upon passage and approval.
