Establishes the Safe Routes to School Healthy Kids Program administered by the Local Highway Technical Assistance Council (LHTAC) to improve health and safety of K-12 public school children by reducing traffic injuries and increasing daily physical activity.

Creates the Idaho Safe Routes to School Healthy Kids Program Fund in the state treasury consisting of funds from state, private, and other sources, with LHTAC authorized to retain reasonable administrative costs.

Defines safe routes to school projects as infrastructure improvements (sidewalks, traffic calming, bicycle facilities) and non-infrastructure projects (education campaigns, traffic safety training) located within approximately 2 miles of schools.

Requires LHTAC to solicit annual statewide input from interested parties and entities for recommendations regarding the program's application process.

Requires LHTAC to submit an annual report to the legislature within the first 30 days of each regular legislative session on the program's status and progress.
