Prohibits intentionally causing a diesel-powered vehicle to release significant quantities of soot, smoke, or particulate emissions ("coal rolling") while operating a moving vehicle, classified as a misdemeanor violation.

Prohibits intentionally causing a vehicle to release significant quantities of soot, smoke, or particulate emissions while stopped at a traffic control device, classified as an infraction violation.

Defines "coal rolling" or "rolling coal" as operating a diesel-powered vehicle to produce particulates in excess of those produced under normal operation of an unaltered vehicle meeting federal emission requirements.

Establishes that violations are subject to penalties under Idaho Code section 49-236, with misdemeanor and infraction classifications determined by whether the vehicle was moving or stopped.
