Amends Section 33-2102 to require that community college academic credits be accepted by other state institutions for credit toward a baccalaureate degree as specified in new Section 33-3728.

Amends Section 33-2205 to authorize the division of career technical education to provide incentives for Idaho public colleges and universities to align foundational courses in career technical programs and ensure postsecondary credits transfer at full value to like programs of study.

Creates new Section 33-3728 requiring all credits from regionally accredited postsecondary institutions in Idaho to transfer at full value to any Idaho public college or university without further approval.

Requires students completing an Associate of Arts or Associate of Science degree, or a 36-credit general education framework, to have all general education requirements satisfied at receiving institutions without additional requirements.

Establishes a dispute resolution process where institution presidents have 14 calendar days to review credit transfer denials, followed by state board of education review, and prohibits discrimination against students based on transferred credits.
