Establishes the "School and Leadership Improvement Act" creating two programs: a School Improvement Program for lowest-performing schools (bottom 10%) and a School Leadership Improvement Program available to all school districts and public charter schools.

School Improvement Program authorizes state board of education to assemble improvement teams of postsecondary faculty, educational specialists, and experts to work with participating schools on needs assessments, developing improvement plans with measurable student learning outcomes, and building leadership capacity.

School Leadership Improvement Program requires the state board of education to develop and implement training for school administrators covering coherent integrated programs, parent engagement, teacher engagement in continuous improvement, effective teacher identification and support, and mentoring programs for new principals.

Requires the state board of education to evaluate annually the effectiveness of both programs and provide information about best practices to all school districts and public charter schools in a central location.

Mandates the state board of education submit an annual report to the House and Senate education committees by January 31st detailing improvement program results and recommendations for educator preparation programs and professional development.
