Establishes a performance-based incentive funding program administered by the board for career technical education for high-quality secondary programs in grades 9-12.

Makes performance-based incentive funding available to approved programs in business management and marketing, engineering and technology, family and consumer sciences, health professions, and skilled and technical sciences.

Makes technical assistance funding available to approved programs in agriculture and natural resources, business management and marketing, engineering and technology, family and consumer sciences, health professions, and skilled and technical sciences.

Requires programs to meet minimum eligibility requirements set by the division of career technical education to be considered for incentive funding.

Directs the division of career technical education to develop evaluation criteria for each program cluster, pathway, and career specialty, with award amounts determined at the division's discretion based on available funds.
